Summary of Position
The Lutheran World Federation (LWF) Nepal is an international, non-governmental humanitarian and development organization that has been working in Nepal since 1984 focusing on Sustainable Livelihood, Quality Services and Protection and Social Cohesion.
The Lutheran World Federation Nepal invites applications from all potential Nepali candidates for the following position:
DRR and Climate Change Adaption Specialist (only for FEMALE): Grade 10; based at Kathmandu with frequently field visits
Description
Essential job responsibilities
The specific duties and responsibilities of the DRR and Climate Change Adaptation Specialist, but are not limited to, the following:
- Lead the program in developing and implementing DRR, CCA, and community resilience program strategies, policies, procedures, systems, and guidelines that align with LWF Nepal’s country strategy and country annual plans and localization agenda.
- Conduct thematic policy review and analysis, and policy advocacy at the local, provincial, and national levels for DRR, CCA, and resilience of the most marginalized and vulnerable families, including refugees.
- Develop programmatic strategies to achieve DRR, CCA, and community resilience outcomes, ensuring all programs/projects are based on evidence and good practices from Nepal and globally.
- Provide support to program/project/MEAL teams and implementing partners to generate good practices and recommendations using assessment and planning tools.
- Design participatory evidence-based pilot projects to test new DRR, CCA, and community resilience approaches and tools, learning agenda to advance community resilience framework, and support to development of funding proposals and resource mobilization.
- Explore piloting of innovations on multi-stakeholder collaboration with communities particularly the most marginalized and vulnerable families including refugees for DRR, CCA, and community resilience promotion.
- Ensure CBOs-led innovation and action research (e.g. CBDRMC, cooperatives, groups) through field schools and transfer of learning through youth digital innovators and/or climate change champions.
- Lead and provide technical guidance, supervision, and support to all implementing partners on DRR, CCA, and community resilience.
- Develop standards and systems to maximize the impact on DRR, CCA, and community resilience in collaboration with local governments, private sectors, academia, market actors, and communities.
- Develop and strengthen capacities of programs, projects, and partners on DRR, CCA, and community resilience.
- Ensure replication and scale-up of proven and appropriate knowledge and skills on DRR, CCA, and resilience.
- Lead the DRR/CCA theme in developing program documentation, good practices, and effective knowledge transfer packages and tools for various types of clients.
- Represent LWF Nepal in national and international level meetings, workshops, missions, working groups, and other relevant events related to DRR/CCA themes.
- Support/advise Advocacy and Inclusion Specialist to identify policy gaps and advocate for DRR, CCA inclusive policies and plans at local, provincial, and federal levels.
- Contribute to timely and appropriate emergency preparedness and response actions of LWF Nepal.
Other roles:
- Oversee local partners in several districts and their contracts/agreements, work plans, budget, M&E, and reporting. Districts and partners will be finalized based on the discussion after the selection of the candidate.
- Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
- Conduct themselves both professionally and personally to contribute to the organization’s humanitarian and development mission.
- Other duties as assigned by his/her supervisor and Country Director or his/her designate.
Safeguarding and accountability

Reporting and supervising
The DRR and CCA Specialist will report to the Humanitarian Program Coordinator. S/he will work in close collaboration with other staff in the program.
Location
This position will be based in Kathmandu with frequent field visits.
Duration
Annual contract with possibility of extension based on performance and LWF Nepal’s future funding levels.
Minimum Qualifications and Experience
- Master’s degree in DRR/M, CCA, humanitarian development, social science; or related discipline with more than three years of relevant experience in a technical specialist/advisory role in DRR/M, CCA, or Humanitarian action.
OR
- Bachelor’s degree in DRR/M, CCA, humanitarian development, social science; or related discipline with more than five years of relevant experience in a technical specialist/advisory role in DRR/M, CCA, or Humanitarian action.
- Proficient in working experience in the field of inclusive DRR/M, Humanitarian, Early Action, inclusive emergency/humanitarian responses, and CCA.
- Proven experience in program cycle management, M&E, and reporting.
- Demonstrated experience in multiple roles and meeting deadlines with minimal supervision.
- Excellent leadership and management skills, with the ability to inspire and motivate teams.
- Proven ability to develop and implement policies and procedures.
- Strong interpersonal and communication skills, with the ability to work effectively with diverse stakeholders.
- Fluency in Nepali and English (both written and spoken) is required.
